As of September 1, 2008, the Emerald Bay Municipal Utility District adopted a formal building inspection policy within the boundaries of the District. All new construction and any renovation that exceeds $10,000.00 in value must be inspected by the District's certified plumbing inspector. If you are a home owner, builder, remodeler, or the home owner’s designee, you must follow the "New Construction or Major Renovation General Inspection Guidelines" in order to avoid late penalties and/or termination of water and wastewater service. These guidelines may be reviewed under the "Apply for Service" section of this web page. The options described under the Apply for Service section vary considerably at to specific requirements for the type of application requested. Please review each option carefully.


Additionally, as of September 1, 2008, "The Texas Residential Construction Commission" (TRCC) also requires inspection of all new residential construction projects and all renovations where the value of the project exceeds $10,000.00. These inspections cover foundations, framing, electrical, etc. TRCC inspections do not include plumbing inspections. Plumbing inspections fall under the authority of the Emerald Bay Municipal Utility District.


The District has contracted, a fully licensed building inspector to provide all district required plumbing inspections within the District boundaries.

 
The required inspections are as follows:


1) Plumbing Rough-in Inspection


2) Plumbing Top-out Inspection


3) Plumbing Final Inspection


The District inspector is fully licensed to perform all required TRCC inspections. At the time of Application for Services from the district for plumbing inspection the applicant MAY request the district inspector to perform the required TRCC inspections in addition to the required plumbing inspections.

 

There will be no additional cost involved in performing required TRCC inspections with the exception of the required foundation inspection. This inspection occurs after the plumbing rough-in inspection and before the plumbing top-out inspection and cost an additional $150.00. All other TRCC inspections such as electrical, framing, etc, can be done at the same time as the three (3) required plumbing inspections.
